This material primarily pertains to his legal practice and clients, such as Capitol Electric Company, his personal life and education, his service in the U.S. Navy and Naval Reserves in posts including the Radio School, Naval Training School, and U.S.S. Biographical or historical data
Charles B. Marshall (1895-1955) was born in Urbana, Illinois and lived in Indianapolis, Indiana most of his life. He enlisted in the United States Navy in 1917 and was on active and reserve duty for 34 years until his retirement from service in 1946 with the rank of Lieutenant Commander. He was a veteran of both World War I and World War II. Marshall was a graduate of Manual High School, Butler University, and Indiana University Law School. While attending law school, he was credit manager for several wholesale electrical firms. Most notably he was employed by Cohen Brothers Department Store and Capitol Electric Company. He also operated his own legal practice, handling various cases including State Bank of Indiana vs. State Bank of Otterbein.In 1934, he was appointed a member of the governor's commission prior to the establishment of the state Weflare Department, under Governor Paul V. McNutt. He was then appointed Director of the General Administration Division of the Public Welfare Department. He served on this Department for 20 years. He was a member of the masonic and Scottish Rite Lodges, Lambda Chi Alpha social fraternity, Indianapolis Bar Association, Officers Mess at the U.S. Naval Armory and Holliday Post of the American Legion. He was also active in the Christian church and taught Sunday School.
